The fisherman has a variety of fishing paraphernalia out on the rocks. A gate opens off of the Via dell'Amore trail between Manarola and Riomaggiore, with steps going down towards the drop off to the deep water. The waves are just pounding those rocks, so the main had to use great care in getting out to the end of the rocks, probably during low tide.
